Badan Pertanahan Nasional adalah lembaga pemerintah nonkementerian di Indonesia yang mempunyai tugas melaksanakan tugas pemerintahan di bidang Pertanahan sesuai dengan ketentuan peraturan perundang-undangan

The Government of the Republic of Indonesia and the World Bank have agreed on support for preparing and implementing the One Map program (5-years IBRD financing project) – (the “Project”), and intends to apply part of the proceeds for individual consultant service as Program Officer. Program Officer(s) will be hired to support the Vice Minister of ATR/BPN to deal with but not limited to support the coordination of the Vice Minister of ATR/BPN within ATR/BPN and interMinistries/Agencies; coordinate logistical arrangement for the Vice Minister of ATR/BPN; facilitate or coordinate activity and program of the Vice Minister of ATR/BPN; organize and mobilize input and substances on land administration, land reform, legal, conflict handling, and public relations aspects for the Vice Minister of ATR/BPN; review the existing legal and regulatory frameworks relating to Agrarian Reform for improvements and under the guidance of ATR/BPN specific Directorate General(s) or Division and other relevant Divisions handling specific assigned issues in the Project; support ATR/BPN in undertaking follow up and further implementation of Presidential Regulation 86/2018 regarding Agrarian Reform, including but not limited to attending meetings and discussion with the Agrarian Reform Task Force (Gugus Tugas Reforma Agraria); under the guidance of and coordination with the relevant Divisions in ATR/BPN, undertake review and analysis on the dispute resolution mechanisms available under PTSL Regulatory Frameworks for improvements, including but not limited to review of technical guidelines or notes on the mediation or other dispute resolution mechanisms available to be used by PTSL process; undertake analysis on the unsettled cases during PTSL implementation for typology, process and outcomes, review how disputes/conflicts are defined by ATR/BNP, as well as the role and functions of ATR/BPN in resolving or facilitating the resolution of the land disputes; identify any needs for legal aid or legal assistance for communities during implementation of the Project and identify legal aid services available to the community, including those for vulnerable persons, including women and adat communities, outlining types of services (information, awareness, counselling, legal representation), criteria for obtaining services and coverage of services (geographic, case type); review and strengthen the implementation of Public Relations Strategy of Ministry of ATR/BPN, in close coordination with the Head of Public Relations Bureau. The engagement is initially expected for 3 months, and extendable based on needs. The assignment is expected to start in October 2020. It is expected that the Officers may have to work additional hours depending on the workload or the requests of the Special Staff for Minister of ATR/BPN on Access Reform and the Project Management Unit (PMU) Director.

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultant may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).

The Consultant shall have the following minimum qualifications and experience:

• a) Bachelor degree from reputable university (Master degree is preferable);
• b) Experience of practice in Government projects, development area or private commercial practice
• (particularly land and land related matters);
• c) Experience in working with Government agencies, rural community and NGOs and experience in
• working for Government-funded project or World Bank/international agencies/other multilateral
• agencies – funded projects;
• d) Excellent command in spoken and written in Bahasa Indonesia and English;
• e) Willing to work long hours and travel to project sites and able to work independently under minimum
• supervision.
